The boat was originally classified as a pleasure boat but because it never moves the British Waterways Board have re-classified it as a house boat and told Mr Leaver that he must move it because there are no house boat licences for that stretch of water. The BWB have also told him that they have the right to demolish it if he does not move it. Debi Davies spoke to Mr Leaver about his problems and the fact that he refuses to move.
