Shots of demonstrators wearing Robin Hood costumes invading council chamber, blowing whistles and unfurling banners. They are also seen throwing shaving cream pies at the councillors. Interview with Keith Duncombe of the Anti-Poll Tax Campaign about the protest. He says that if laws are unfair you have to break them. Interview with Councillor Bill Bradbury who is the Conservative leader on the council who said that the demonstrators were not helping their cause by smearing members of the council with shaving soap. Interview with Councillor Ted Hickey who had a plate of shaving cream thrown at him. He describes his attacker as a lout. Interview with Councillor Betty Higgins who is the Labour leader on the council who said that the poll tax had to be set. Interview with Councillor Hassan Ahmed for Labour who sympathised with the campaigners and would not condemn their actions. Shots of the protestors being removed by police and then further shots of demonstrators heckling from the public gallery.
