The film opens with a speech from Councillor H.J. Russell. (His words are shown as a scrolling text). Inter-titles are used to give details of some of the activities of the youth clubs run by the Derby Education Committee. We see an athletics meeting and cycle race on the banked track at the Municipal Sports Ground (Moorways Stadium). Lessons in Commonwealth studies at Bemrose School. Posters designed for Empire Youth Sunday. A discussion on the subject 'can films harm us?' held at Peartree School followed by indoor badminton. 'Old Tyme Dancing' at Traffic Street Youth Club followed by boys weight training and boxing. Vaulting in P.T. class at Kedleston Road. Basketball being played indoors at Nottingham Road youth club.
Activities at Orchard Street youth club including dancing, board games as well as the canteen and young people socialising. Girls country dancing in a hall at Brighton Road youth club followed by boys P.T. demonstration at the same club. Young people in the canteen at the Sinfin club drinking tea followed by boys woodwork and similar scenes at the Allenton youth club. Girls playing netball in playground of Reginald Street School. Cookery lesson for girls at Gerard Street School where we also see the girls learning to sew and make dresses. The next section shows the activities of the Arts Club which include an outdoor fencing demonstration followed by girls dancing in a studio and a performance of Aladdin on stage at Homelands School. After shots of an orchestra rehearsing we see the New Year Ball held at King's Hall including a band playing, dancing in the ballroom, an Arts Club floor show and sports medals being presented by Councillor Russell and Mr T. Jelley.
Finally we see a parade through Derby for Empire Youth Day (9 May 1948) including young people in uniform and a marching band. They are seen entering Derby Cathedral and march past the Council House where the Mayor of Derby, Councillor G.F. Warburton, takes the salute.
