Programme presented by Tony Francis. In two weeks time a by-election will take place in Chesterfield. There has been intense media interest and currently there are 17 candidates registered to stand in the election which is a British record. In a film report Debi Davies finds out how easy it is to become a candidate as she registers for the 'Watch Central Lobby Party'. We see her visiting Chesterfield Town Hall and then asking people on the streets of the town to back her party. Frivolous parties would be discouraged if the deposit required to stand was raised to £1000. Interview with Jonathan Tyler of the Ecology Party who would be hit by this proposal. Interview with Chesterfield returning officer Ron Cave. Back in the studio Tony Francis reads out the names of all 17 candidates. The second item is a film report from Coventry where Belgrade Theatre and Education Group are performing a satirical play on the subject of nuclear war for classes of local school children - a project which has been described as 'propaganda on the rates'. Rob Whitehouse meets the group, watches a performance and interviews children about what they've seen. He also interviews: Conservative Councillor Arthur Taylor; Councillor Peter Lister who is the Labour leader of Coventry City Council; and school headmaster Owen Shelton. Finally in the studio there is a debate between Coventry Labour councillor Peter Lister and new Labour Militant candidate John Mutton. Lister was recently beaten in the Labour party reselection process in his Willenhall ward by Mutton. The pair talk to Reg Harcourt.
