The film begins with a sequence filmed from a high vantage point. We see a parade going along a street with crowds of spectators. There are a variety of floats, cars and marching bands. A dancing troop passes by the camera. The parade is filmed from a number of viewpoints above the crowd level. The carnival queen passes by sitting on a float. There is an appearance by the Kad Kalloway's Band (an American minstrel act) on a King Kong themed float, and later we see the Chesterton Empire Rhythm Troupe. On another float there are some children dressed in costumes. In the next shot we see the carnival queen laying a wreath at the war memorial at Chesterton Park. Crowds of people walk in the park. The carnival queen walks through the crowds onto a stage where there are speeches.
