Programme is presented by Colin Semper. Brian Bennett of the Pleck Community Co-operative in Walsall talks to camera on location at Pleck about the decline of the area. There are views of tower blocks and a canal. In a disused warehouse we see a fashion show cut to music with models wearing clothes from the 'Pure Elegance' label which is designed locally and an example of a business that is struggling in the area. Bennett briefly talks to the woman behind Pure Elegance who says that they lack resources. Back in the studio Bennett talks to camera describing the people of Pleck as worn out tools of de-industrialisation. After his piece Bennett faces questions from the studio panel made up of employment relations consultant Rene Frichy; Conservative MP John Redwood; and inner city specialist Chris Elphick.
