The film concentrates on the build up to the visit and the behind the scenes effort to get the building ready. Inside the Council House in Birmingham we see staff folding napkins, polishing, and vacuuming; security guards oversee the building; a chef explains the food preparations; waiting staff chat and drink coffee; the red carpet is rolled out on their stairs; kitchen staff prepare desserts; guests chat; guests arrive; the Queen is seen unveiling a plaque inside the building for the City of Birmingham Centenary Festival. After all their efforts the staff talk about how the day went and the waiting staff clear the dining room.
