The film begins with footage of the deer roast that was part of the annual carnival. People are seen receiving plates of meat while a crowd watches. In the next sequence there are speeches from a stage. The carnival queen, Miss Mavis Hawthorne, sits on a throne and women, presumably past carnival queens, stand next to her. Another woman places a crown on the queen's head and then gives a speech. After this various people bow to the carnival queen and then shake a man's hand. Later the carnival queen, along with other local people of note, walks along a road and passes a poster for the Palace Theatre. The queen and three other women stand for photographs. This is followed by footage of a marching band playing bagpipes. Next we see the queen and other people sitting in a fairground ride. The second half of the film features a parade and is filmed from a high vantage point. The carnival queen float is comprised of tiered platforms and floral archways. Above where the queen sits reads '1951'. Crowds in the street watch as a number of floats pass by. These include a locally produced Royal Enfield motorcycle and BSA Guns Ltd based in Shirley, Birmingham. There are also shots of children in costume, a number of marching bands and a fire engine.
