We see two men speaking from a raised terrace at one end of the baths and a crowd gathered around the pool. We then see further shots of the pool intercut with more speeches and the Lord Mayor (Councillor Purser) speaking at the poolside. In addition to the Mayor, other officials present are Alderman Pollard and Councillor Scott (who also give speeches), Councillor Emmony, Councillor Murby, Alderman Freckingham and Alderman Halls.
The film concludes with shots of flowers, including daffodils and tulips, taken inside the Council House.
