After explaining the process of Private Members Bills in the House of Commons Jon Lander reports that the Gainsborough MP Marcus Kimball is proposing a bill to amalgamate parish charities.

In a film item Jon Lander reports from Faringdon in Oxfordshire where several ancient parish charities have already merged.

Back in the studio there is a debate between Michael English MP and Jill Knight MP about Private Members bills particularly one proposed by English about who should be next in line to the royal throne after Charles.

The remainder of the programme concerns plans to turn community councils into parish councils. In a film item Bruce Grocott reports from Burntwood in Staffordshire and Reg Harcourt from Woodgate in the West Midlands. We see shots of both areas particularly focusing on local housing.

Questions about the proposals are put to the Woodgate Valley Community Council via an outside broadcast link by Reg Harcourt and Clive Wilkinson of Birmingham City Council who is in the studio.
