The film shows stages in the construction of the blocks which when completed were known as the Duddeston Four (Queen's Tower the first to be built was opened in February 1954). The early shots show the site prior to work. Most houses have been cleared but a few terraced houses are still visible (most boarded up). Children can be seen playing amidst the demolition site in the rubble strewn back yards.
Work commences with sinking of piles followed by the lifting of steel girders which are bolted to the concrete foundations. Steel cross pieces are lifted and also bolted into place. We cut to a later stage to see the brickwork being added to the frame including shots taken from the top of the scaffolding. In the final section we see exterior views of the blocks which now look complete with the addition of roads and walkways.
