Programme presented by Jon Lander. In a film report Rob Whitehouse marks the second anniversary of the banning of trade union membership at GCHQ in Cheltenham. There are 80 trade union members who have refused to be bought out of their membership and we see a group of them standing outside the secret communications centre. They have lost an appeal to the House of Lords and are next planning to take their case to Europe. Interview with member Dave Gallop. Library interview with Paul Holland who spoke to Central Lobby in 1984 about the ban. Whitehouse visits Mr Holland again and talks to him about the strain of the campaign. He also interviews his wife Diana Holland. Some members have rejoined the union after paying the £1,000 they received to leave to charity. Interview with rejoined member John Cook. We see exterior shots of GCHQ and inside the local trade union office in Cheltenham. Interview with Jack Hart, secretary of the GCHQ Unions and Brian Moore who represents a rival Staff Federation which has been set up by management at the base. Next in the studio Reg Harcourt looks at a new private members bill which seeks to bring television in line with other media in relation to obscenity. After a clip from the art house film 'Sebastiane' which was recently controversially screened by Channel 4 Harcourt interviews the Conservative MP for Grantham, Douglas Hogg who is in favour of more restrictions in broadcasting and the Labour MP for West Bromwich East, Peter Snape who is against. The final film report is a personal opinion piece from the Animal Aid organisation who call for an end to testing on animals. The Animal Scientific Experiments Bill is currently going through Parliament but the group say that the bill does not go far enough. Their film is presented by Lindy Booth of Animal Aid. We see clips from films showing animal experiments and an amateur video of Animal Liberation members releasing dogs from a site in Oxfordshire. There are also shots of Animal Aid members collecting petition signatures and vox pops about the issue as well as interviews with animal rights researcher, Dr Robert Sharp; Kim Stallwood who is against vivisection; and the Labour MP for Newham North West, Tony Banks who is also against animal testing.
