Shots of toys from the Sylvanian Families range in front of different sized model houses as the differences between the existing council rates and the new community charge are explained (the voice over is from Hilary Minster).

We then cut to Leicester and see how it will operate in the real world. The charge is expected to be £220 per person which will see a reduction against rates for people who live alone or as couples but an increase for those with larger households. We see people standing outside their houses on Craighill Road in the city and views inside the existing council rates office. A graphic explains the charges. Rob talks to John Gibson from the University of Birmingham who predicts that the tax will be unpopular as every adult pays the same and he also predicts that it will be Margaret Thatcher's first big mistake.
