Outside the flats, that were built in 1956, Sue Jay interviews tenants whose complaints include 'filthy writing' and 'steps used as urinals' and blame the problems on local children. Sue Jay asks if it is the fault of the corporation or the people who live there and then interviews Alderman Fred Thornton, Chair of the Housing Development Committee, asking him if certain areas will always be slum areas because of the people who live there.
