We see two men standing on the steps of a house exchanging a scroll. A horse-drawn carriage draws up and a mayor gets out wearing his ceremonial robes (presumably Bert Evans). He enters the house but we do not see inside. A few people stand on the street and the carriage is seen leaving. The mayor then leaves the building (not wearing his robes anymore) and gets into the back of an American convertible car and is driven away.

This film was included in a compilation of film relating to the Bulmers cider factory. A note in the can gave the Mayor's name as Bert Evans. H. J. 'Bert' Evans was mayor of Worcester in 1964/65 which is the right period for this piece of film but it's not known if it's the same man and what event we are seeing here.
