Description

We see a group of children playing in front of a block of flats as the camera pans up for a Gwyn Richards piece to camera. He explains that tenants of the block have written to the housing management committee to suggest that families with children could be put together and kept away from those without to group together potentially noisy children. Vox pops with residents about the idea. Interview with Ernest Gould, Chairman of the Smethwick Corporation Housing Management Committee. The major drawback of the scheme is pointed out to him: what happens if childless couples in the 'quiet' zone have a baby, do they then have to move?
